Content as an API: Exploring the Content Landscape Continues

Thursday 10 April 2025

Over the last 4 months we have been exploring the content landscape of the APS and how we may be able to help smooth out some of the more treacherous terrain. The Discovery phase for Content as an API (CA3) has led us down some interesting paths as we have engaged parties from Federal and State government and non-government businesses.

Key highlights and findings:

  • Clear governance is essential to encourage adoption of a new content sharing and discovery model.
  • Current cross-agency collaboration on content is limited.
  • Content creators are optimistic but pragmatic about opportunities presented by CA3.
  • Content teams often advocate for the end user, but strategy and delivery are driven by business needs.
  • Content accuracy was rated as the highest priority.
  • Content creators would welcome cross-agency and end user insights to improve user experience.
  • Government content is typically identified as trustworthy, but this trust is degraded when content across platforms is in conflict, overwhelming, or poorly written.
  • And one of the most interesting – end users are increasingly interacting with content through non-website methods such as AI assistants, leading to a decrease in the traffic to websites.

The discovery process has helped us form the following hypothesis for testing:

"We can improve the experience of content creators and end users by delivering a system to permit discovery, sharing and syndication of live website content across government sites and beyond."

Bringing our vision to life with an Alpha prototype will let us put our hypothesis to the test and prove whether our product can deliver game-changing functionality.
