Evaluation
In this phase it’s all about understanding if GovCMS is right for you. This might mean taking a closer look at our service and distribution, checking out our pricing plans, and trying to fully understand your website project's requirements.

Are you eligible?
GovCMS is by government, for government. As a whole-of-government service, GovCMS services are available to Australian Commonwealth and State / Territory Government entities, and local government organisations. A key component of evaluating if GovCMS is right for you, is checking that you are eligible.
You can check your eligibility using our eligibility checklist.
GovCMS distribution and hosting
GovCMS provides a Content Management System (CMS) and web hosting services.
The GovCMS CMS and distribution is a copy of Drupal that includes Drupal Core, along with GovCMS's additional software such as themes, modules, libraries, and installation profiles.
There are many things that factor into if this offering, either in a Software-as-a-Service (SaaS) or Platform-as-a-Service (PaaS), is right for you.
Take a look at the links below to find out more about the GovCMS distribution and hosting:
Pricing
Review our pricing plans to find out if GovCMS meets your website project's budget. All our Software-as-a-Service (SaaS) pricing plans are outlined on our pricing page. For more information on pricing for Platform-as-a-Service (PaaS) plans, contact GovCMS to get a customised proposal (quote) tailored for your website project.
Memorandum of Understanding
A Memorandum of Understanding, or MoU, is a type of agreement between two parties. In the case of GovCMS, the MoU is between the Commonwealth of Australia, represented by the Department of Finance, and the government organisation who is buying GovCMS services.
As this agreement is between the Department of Finance and your organisation, you may find you already have one in place for an existing GovCMS website. To find out, contact your internal legal team, or contact us.
To find out how to set up a new MoU, or to find out whether you need one, visit Memorandum of Understanding.
Software-as-a-Service vs Platform-as-a-Service
GovCMS offers plans for both Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS). While these plans offer many of the same benefits, there are some important differences, especially in terms of what you can do, and how you maintain your website.

Development options
Whether you're building a brand new website, or moving an existing website across to the GovCMS platform, you'll likely need a developer or development team.
Some organisations may have internal development teams or existing service provider that can support their move to GovCMS.
However if you don't already have an agreement in place, there are multiple options to procure a service provider to provide these services for your website project. It's up to you to investigate these options in line with the Commonwealth Procurement Rules.
